When Neal Bowman gets a couple of hours free he heads to the Government’s Office for Returning Citizens Affairs to use the computer to send off resumes and check email.

Neal is a freshly released returning citizen, currently living at a halfway house. He claims the halfway house makes it difficult for returning citizens to find employment.
